Newsgroups

Newsgroups (more commonly called Usenet) are the precursor to things like forums on a website. They allow people to communicate using written messages in a public forum. Unlike Irc, newsgroup messaging is not instant.
Usenet has its own set of rules and habits, and if your not familiar with it, it makes sense to read up on those rules of Netiquette.
There are many different newsgroups on imaging. One of them is CompGraphicsAppsGimp.
